Glokaal.com was born in Helsinki to function as a service and business directory as Paikalliset.info. Paikalliset.info was originally intended to focus on just one city services, but the authors noticed such a service already exists, it came to mind that the service could operate throughout the city, offering information about the service part of the city.

Initially, the service was the traditional way selling page space to companies whose services are presented in more detail on the website - a list of traditional business. Competition between different directory services, however, was tough and the industry's largest companies dominated the market so well that a small company did not have the resources to drive a wedge between. In addition, at the same time scammers sending fake invoices undermined the entrepreneurs and the service was even more difficult to sell.

To this market Google's AdSense service came to Finland, which allowed for reasonable advertising revenue for Paikalliset.info and service remained alive.
